The Union Cabinet has given ex-post-facto approval to the Memorandum of Understanding (MoU) between the Government of the Republic of India and the Government of the Republic of Maldives on cooperation in the field of Health.

The Memorandum of Understanding covers the following areas of cooperation: –

  • Exchange  &  Training  of  medical  doctors, officials, other   health professionals and experts;Medical and health research development;
  • Regulation  of  medicines  and  medical products, and  exchange  of  information thereon;
  • Communicable and Non-Communicable diseases;
  • E-Health and Telemedicine;
  • Any other area of cooperation as may be mutually decided upon.

  • The Union Cabinet chaired by Prime Minister Narendra Modi has approved the proposal for Grant of Organized Group ‘A’ Service (OGAS) to Group ‘A’ Executive Cadre Officers of Central Armed Police Forces (CAPFs) and extension of benefit of Non-Functional Financial Upgradation (NFFU) and Non-Functional Selection Grade (NFSG).
  • This would result in grant of NFFU to eligible Group ‘A’ Executive Cadre Officers of CAPF; and
  • The decision would also benefit Group ‘A’ Executive Cadre Officers of CAPF for availing the benefit of NFSG at an enhanced rate of 30% as per guidelines.

  • Chhattisgarh Chief Minister Bhupesh Baghel inaugurated ‘Jan Choupal’ programme.
  • Under this programme, public meetings will be held once every week to discuss the issues of the people.
  • The concept of ‘Jan Choupal’ has been taken from the practices of our ancestors in the village, who used to gather and solve the issues faced by them.

  • In a major boost to the farmers’ income, the Cabinet Committee on Economic Affairs has approved the increase in the Minimum Support Prices, MSP for all Kharif crops for 2019-20 Season.
  • MSP of paddy has been increased by 65 rupees per quintal, Jowar by 120 rupees and Ragi by 253 rupees per quintal.
  • MSP of Tur has been raised by 125 rupees, Moong by 75 rupees and Urad pulses raised by 100 rupees per quintal.
  • MSPs of soyabean increased by 311 rupees, sunflower by 262 rupees and sesamum by 236 rupees per quintal which is a major step towards increasing the income of farmers.
  • The increase in MSP for Kharif Crops for 2019-20 season is in line with the principle of fixing the MSPs at a level of at least 1.5 times of the all India weighted average Cost of production, which was announced in the last budget 2018-19.

  • Reserve Bank of India (RBI) has now set up a working group to review the regulatory and supervisory framework for core investment companies (CICs).
  • Over the years, corporate group structures have become more complex involving multiple layering and leveraging, which has led to greater inter-connectedness with the financial system through their access to public funds. Further, in light of recent developments, there is a need to strengthen the corporate governance framework of CICs
  • The six-member working group, which will be headed by Tapan Ray, Non-Executive Chairman, Central Bank of India, and former Secretary, Ministry of Corporate Affairs, will examine the current regulatory regime for CICs and suggest changes to the current approach for their registration, including the practice of multiple CICs being allowed within a group.
  • The working group shall submit its report by October 31, 2019

  • The Cen-MARG would be linked with pan-India branches in a phased manner.

  • Reliance Jio has launched a new digital literacy programme, aimed at first time internet users who are using the connected internet ecosystem and apps for the very first time.

  • The Jio Digital Udaan programme is being launched across 200 locations in 13 states, with over 7,000 locations in India earmarked for future release. As part of the initiative, Facebook will handle the content end and its relevance to the target audience, and also provide training programmes with videos and information brochures to those who will handle the literacy initiative on behalf of Reliance Jio.

Ahmedabad, Lucknow and Mangaluru of Airports Authority of India (AAI) through Public Private Partnership (PPP) to the highest bidder i.e. M/s. Adani Enterprises Ltd. who quoted the highest bid for these airports, for operation, management and development under PPP for a lease period of 50 years as per the terms and conditions of the bid documents.
  • These projects will bring efficiency in delivery, expertise, enterprise and professionalism apart from harnessing the needed investments in the public sector. This will also result in enhanced revenues to the AAI, which may lead to further investment by AAI at Tier II and Tier III cities and economic development in these areas in terms of job creation and related infrastructure.
