SEBI Relaxes Debt Market Access Guidelines for Large Corporates

  • In a move to deepen the bond market, the Securities and Exchange Board of India (SEBI) introduced sops for large corporates (LCs), which have raised more than the mandated share of 25% of their qualified borrowing through the bond route.

Incentives Offered :

  • Reduction in the annual listing fee for debt instruments.
  • Reduced contributions to the Core Settlement Fund (CSF), which is part of the securities settlement infrastructure.

Key Highlights :

  • The new framework will come into effect on January 1, 2024, for companies following the January-December financial year and on April 1, 2024, for those using the April-March financial year.
  • At the same time, LCs that have a shortfall will be disincentive by being asked to pay an additional contribution to the CSF.
  • SEBI has also provided a framework from FY25 onwards.
  • A framework for future years requires companies to meet the borrowing quota over a contiguous three-year period, with potential advantages for those exceeding the mandate.
  • At the end of three years (last day of T+2 year), if there is a surplus of borrowings at over 25%, the firms will have the following advantages.
  • One, there will be a reduction in the annual listing fee between 2% to 10% at the end of T+2.
  • Two, the contribution to the CSF will go down from 0.01% to 0.05%.
  • The reduction in the fee will depend on meeting the norms between 0-15% and 75%.
  • This rule shall not apply for listed scheduled commercial banks that have specified securities or debt  securities  or  non-convertible  redeemable preference  shares  listed  on  a  recognised stock exchange, have outstanding long-term borrowings of Rs 1,000 crore or more, grants, deposits or any other funds received as per the guidelines or directions of Government of India and have  a  credit  rating  of over AA/“AA+/AAA, among other conditions.

RBI Initiates Pilot Program for Wholesale Digital Rupee in Call Money Market

  • The Reserve Bank of India (RBI) has initiated a pilot program for its wholesale central bank digital currency (CBDC) in the interbank call money market.
  • The pilot program involves 9 banks that were previously part of the g-sec pilot.
  • These banks include State Bank of India, Bank of Baroda, Union Bank of India, HDFC Bank, ICICI Bank, Kotak Mahindra Bank, Yes Bank, IDFC First Bank, and HSBC.
  • RBI launched the wholesale CBDC pilot in November 2022 for settlement in the secondary government securities market.
  • The retail CBDC pilot for peer-to-peer (P2P) and peer-to-merchant (P2M) transactions was introduced in December 2022.
  • On progress in the retail CBDC target of touching 10 lakh transactions per day by December 2023.
  • As of September 29,2023 lenders have disbursed over 70,000 loans worth ₹1,400 crore through a public tech platform.
  • On October 6,2023 RBI announced plans to issue an omnibus framework for recognizing Self-Regulatory Organizations (SROs) for various regulated entities.
  • In the call money market, banks engage in short-term borrowing and lending activities among themselves, with interest rates determined by prevailing market conditions.
  • The duration of the call money loan is 1 day.
  • The operational process for the e-rupee pilot remains the same, with the primary difference being that settlement is carried out using the CBDC instead of the real-time gross settlement used in trades on the Clearing Corp of India Limited (CCIL).
  • Settlements will be in T+0 mode, meaning trades will be settled on the same day.
  • As of the end of the 2022-23 financial year, the e-rupee or digital rupee in both wholesale and retail circulation amounted to Rs 16.39 crore, as per the RBI Handbook of Statistics on the Indian Economy.
  • The most circulated denominations are Rs 500, followed by Rs 200 and Rs 100.

REC and Bank of India Collaborate to Co-finance Projects Valued at Rs 30,000 Crore Over the Next 5 Years                   

  • REC Limited, a Maharatna company, has entered into an agreement with Bank of India (BoI) to co-finance projects worth Rs 30,000 crore over the next 5 years.
  • These projects are focused on the power, infrastructure, and logistics sectors and will be executed under a consortium arrangement.
  • REC Limited is involved in providing long-term loans and financial support to various sectors, particularly the power sector.
  • The company has diversified its activities to include areas such as roads, metro rails, airports, and IT.
  • As of June 2023, REC Limited had a substantial loan book amounting to Rs 4.54 lakh crore, reflecting its significant presence and financial commitments.
  • REC Limited recently signed agreements to finance two green hydrogen thermal projects worth Rs 40,000 crore.
  • These projects include funding for the Odisha Power Generation Corporation (OPGC) and the Acme Group.
  • REC signed a Memorandum of Understanding (MoU) with OPGC to provide Rs 9,538 crore in financing for the development of two units of a thermal power project in Jharsuguda, Odisha.
  • Under a partnership with the Acme Group, REC will offer funding amounting to Rs 16,000 crore for a green hydrogen and ammonia facility proposed at Gopalpur in the state.

Union Home Minister Amit Shah to inaugurate India’s first liquid nano DAP fertiliser plant in Gujarat

  • Union Home Minister Amit Shah will inaugurate India’s first liquid nano di-ammonia phosphate (DAP) plant established by IFFCO at Kalol in Gandhinagar.
  • Union Chemical and Fertilizer Minister Mansukh Mandaviya will also be present on the occasion.
  • IFFCO chairman Dilip Sanghani informed that this plant will hugely benefit the farmers and also help reduce the import of DAP in the country.
  • The minister who is on a visit to Gujarat will also inaugurate and lay the foundation stone for various development works in the Sanand assembly area in Ahmedabad.
  • He laid the foundation stone of the sports complex SD Arts and BR Commerce College, in his native place Mansa near Gandhinagar.
  • The minister will also offer prayers and perform aarti at the Bahuchar Mataji temple in Mansa.

Union Government to exit Hindustan Zinc Ltd, but over an extended period

  • The Indian government is gearing up to sell its remaining stake in Hindustan Zinc Ltd (HZL), a subsidiary of Vedanta, in smaller tranches over an extended period, aiming to maximise its value.
  • The residual stake is valued at approximately Rs 40,000 crore at current market prices.
  • The government’s planned stake sale was halted last year due to Vedanta’s proposal for a related party transaction.
  • Presently, Vedanta Ltd holds a 64.92 per cent stake in HZL.
  • In 2002-2003, HZL, India’s largest zinc/lead miner, was privatised in favour of Vedanta, with the government’s 29.54 per cent stake categorised as public float.
  • Hindustan Zinc is the country’s largest and the world’s second-largest integrated zinc producer.
  • In the second quarter of the ongoing financial year, the company reported a marginal drop of one per cent in its mined metal production.

Centre approves Minimum Support Prices for Rabi Crops for Marketing Season 2024-25

  • The minimum support price of Rabi crops for the marketing year 2024-25 approved by the Center.
  • The government has increased the MSP of Rabi crops for the marketing season 2024-25, to ensure remunerative prices to producers for their produce.
  • The highest increase of Rs 425 per quintal has been approved for lentils, followed by Rs 200 per quintal for mustard.
  • An increase of Rs 150 per quintal each for wheat and safflower has been approved.
  • An increase of Rs 115 per quintal and Rs 105 per quintal has been approved for barley and gram, respectively.
  • The increase in MSP of mandatory Rabi crops for the marketing season 2024-25 is in line with the announcement in the Union Budget 2018-19.
  • It was announced for setting the MSP at a level of at least 1.5 times the all-India weighted average cost of production.
  • This increased MSP of Rabi crops will ensure remunerative prices for farmers and encourage crop diversification.
  • Additionally, to extend the benefits of the Kisan Credit Card scheme to every farmer across the country, the Government has launched the Kisan Loan Portal (KRP), KCC door-to-door campaign, and Weather Information Network Data System (WINDS).

  • Former Pakistan Prime Minister Nawaz Sharif returned to Pakistan after 4 years of self-imposed exile in the United Kingdom (UK).
  • His return is primarily aimed at leading his political party and making an attempt to secure a record fourth term in the upcoming general elections expected to be held in January.
  • Nawaz Sharif returned to Pakistan on a special chartered flight that flew him in from Dubai to Islamabad.
  • He was accompanied by some family members, senior party leaders, and friends.
  • As part of the legal process, Nawaz Sharif’s legal team will meet him to collect his biometric data.
  • This information will be submitted to the Islamabad High Court in compliance with the bail process approved by the court on October 19, 2023.

G20 Finance Leaders Approve Roadmap for Crypto Assets  

  • Finance ministers and central bank governors (FMCBG) from G20 nations adopted a roadmap for regulating crypto assets at their meeting at Marrakesh, Morocco.
  • Finance Minister Nirmala Sitharaman announced that G20 countries will start sharing information under the Crypto Asset Reporting Framework (CARF) by 2027.
  • She further informed that to establish this process, a CARF group has been formed in September 2023.
  • The ministers and central bank governors also decided in their joint communique to take forward key proposals from the New Delhi Leaders Declaration.

Key Highlights :

  • The G20 Roadmap on Crypto Assets is a comprehensive strategy for addressing the challenges posed by cryptocurrencies.
  • It focuses on regulations rather than an outright ban to prevent crypto assets from destabilising the world economy.
  • It has been formulated with inputs from the International Monetary Fund (IMF) and the Financial Stability Board (FSB), both influential bodies in global finance.
  • It noted the need for transformative changes required in Multilateral Development Banks (MDBs) operating models and financing capacities to address global challenges.
  • The communique suggested an increase in MDBs’ annual spending by $3 trillion by 2030, including $1.8 trillion for additional climate action, and $1.2 trillion for achieving other SDGs.
  • The communique also emphasised the importance of addressing debt vulnerabilities in low and middle-income countries in an effective, comprehensive and systematic manner.

Odisha government to launch programme to promote maize cultivation                                  

  • The Odisha Government has taken the decision to launch a program aimed at expanding the area under maize cultivation in Odisha.
  • As part of this initiative, the government plans to introduce various varieties of maize to benefit farmers in the region.
  • The state cabinet, under the leadership of Chief Minister Naveen Patnaik, has allocated a budget of Rs 481.94 crore for a crop diversification scheme spanning 5 years.
  • The program, known as Mukhyamantri Maka Mission (MMM), will be implemented in a systematic and progressive manner.
  • Besides promoting maize cultivation, the government also aims to increase the productivity of other crops such as pulses, oilseeds, and fiber crops like cotton and

  • This standard has been designed and developed in India, which can become a global benchmark.
  • NITI Aayog, the Department of Science and Technology, ARAI, EV makers, and the Bureau of Indian Standards came together to develop this national standard.

  • The United Nations World Tourism Organization awarded Dhordo village in Kutch district of Gujarat as one of the Best Tourism Villages.

  • Of the eight entries from India, Dhordo is the only village that has been awarded with the distinction.
  • This recognition reflects the village’s exemplary contribution to sustainable and responsible tourism.

  • Dhordo is a small village located next to the White Rann of Kutch and is known for hosting the annual Rann Utsav in winter.
  • The Chief Minister underlined that with the vision of PM Modi, the annual Rann Utsav was organised at Dhordo in Kutch because of which Gujarat and Kutch have found a place in the world tourism map.

  • US PC giant HP (Known as Hewlett-Packard Company) appointed Ipsita Dasgupta as the Senior Vice President (SVP) and managing Director (MD) of HP’s India market.
  • Gurpreet Singh Brar has been serving as the interim Managing Director for HP’s India market since November 2022.
  • He will be moving to a new role as the Vice President, Innovation and Growth for HP’s India Market.
  • Responsibilities : As Senior Vice President and Managing Director, Ipsita Dasgupta will be responsible for leading all aspects of HP’s strategy and P&L (Profit & Loss) in India, Bangladesh, and Sri Lanka.

Competition Commission of India Approves Merger of IDFC with IDFC First Bank                                   

  • The Infrastructure Development Finance Company (IDFC) has received approval from the Competition Commission of India (CCI) for its merger with IDFC First Bank.
  • The merger was approved by the boards of directors of both IDFC and IDFC First Bank on July 3.
  • The merger will become effective following approvals from the Securities and Exchange Board of India (SEBI), the Reserve Bank of India (RBI), and the National Company Law Tribunal (NCLT).
  • As of June 30, 2023, IDFC holds a 30.93 percent stake in IDFC First Bank through its non-financial holding company.
  • Shareholders of IDFC will receive 155 shares of IDFC First Bank for every 100 shares after the merger.

Legendary Indian spinner and former captain Bishan Singh Bedi Passed away  

  • Former India captain Bishan Singh Bedi, who was known for being part of a famous spin quartet, has passed away at the age of 77.

About Bishan Singh Bedi :

  • Bishan Singh Bedi played Test cricket for India from 1966 to 1979.
  • He was a part of the famous Indian spin quartet, which included Erapalli Prasanna, BS Chandrasekhar, and Venkataraghavan.
  • Together, they played a pivotal role in the history of Indian spin bowling.
  • He played Test cricket for India from 1966 to 1979 and formed part of the famous Indian spin quartet.
  • He played a total of 67 Tests and took 266 wickets.
  • He also captained the national side in 22 Test matches.
  • He also played 10 one-day internationals, taking 7 wickets.
  • In 1976, he was appointed as the Indian cricket team’s captain, succeeding the legendary Mansoor Ali Khan Pataudi.
