Finance ministry plans ‘One State, One RRB’ policy to boost efficiency

  • The “One State, One RRB” policy, aimed at consolidating Regional Rural Banks (RRBs) for operational efficiency, is in the drafting phase.
  • As per the Department of Financial Services (DFS), draft rules for the policy will be completed by the end of September 2024.
  • Venkateshwar Reddy, Secretary General of the AIRRBEA, stated that the policy may eventually lead to the creation of the National Rural Bank of India, reducing the number of sponsor banks.

Addressing High Attrition Rates

  • RRBs face significant employee attrition despite offering pay scales similar to Scheduled Commercial Banks (SCBs).
  • The Finance Ministry recommended implementing more employee-friendly policies, including local postings, to improve retention.

Falling Deposit Growth and Cross-Selling Issues

  • Aggressive cross-selling of third-party products like insurance has contributed to a decline in deposit growth in RRBs.
  • The Finance Ministry urged a review of these practices, highlighting that deposit growth could have been 5.5% higher in FY23 if funds had been directed into fixed deposits.

Technology Upgradation in RRBs

  • The Finance Ministry emphasized the importance of upgrading RRBs’ IT infrastructure, especially in cybersecurity and digital banking services, to remain competitive and enhance rural banking access.
  • With RRBs recording their highest-ever net profit of ₹7,571 crore in FY24, there is a growing expectation for investment in modern technology.
  • The focus on operational efficiency, employee retention, deposit growth, and technology aims to strengthen the role of RRBs in rural financial inclusion across India.
