Reserve Bank of India revises norms for govt-guaranteed security receipts issued by Asset Reconstruction Companies

  • The Reserve Bank of India (RBI) has introduced revised prudential norms for Government of India-guaranteed Security Receipts (SRs) issued by Asset Reconstruction Companies (ARCs).

Key Changes in the Guidelines

  • Reversal of Excess Provisions:
    • Banks and financial institutions can reverse excess provisions to their Profit & Loss (P&L) accounts if the sale consideration consists only of cash and Government-guaranteed SRs.
    • Non-cash SRs must be deducted from Common Equity Tier 1 (CET1) capital, and no dividends can be paid from this portion.
  • Valuation of SRs:
    • Government-guaranteed SRs must be valued periodically based on the Net Asset Value (NAV) declared by ARCs, linked to recovery ratings.
    • Unrealized gains from fair valuation adjustments must be deducted from CET1 capital, with restrictions on dividends from such gains.

Rationale Behind the Move

  • Previously, all SRs were treated uniformly under the Master Direction on Transfer of Loan Exposures (MD-TLE), 2021.
  • The revised norms recognize the lower risk profile of Government-guaranteed SRs, allowing banks to optimize provisioning while maintaining capital discipline.

    • Commercial Banks (including Small Finance Banks (SFBs), Regional Rural Banks (RRBs), and Local Area Banks (LABs)).

  • This conference is part of RBI’s ongoing supervisory engagements with key stakeholders, ensuring the resilience and sustainability of the NBFC sector.
  • Attended by over 200 participants, the event saw the participation of chairpersons of the Audit Committee of the Board (ACB), managing directors & CEOs of NBFCs, statutory auditors, and RBI executive directors in charge of regulation, supervision, and enforcement.

What is a Non-Banking Financial Company (NBFC)?

  • A Non-Banking Financial Company (NBFC) is a company registered under the Companies Act, 1956 engaged in the business of loans and advances, acquisition of shares/stocks/bonds/debentures/securities issued by Government or local authority or other marketable securities of a like nature, leasing, hire-purchase, insurance business, chit business but does not include any institution whose principal business is that of agriculture activity, industrial activity, purchase or sale of any goods (other than securities) or providing any services and sale/purchase/construction of immovable property.

Reserve Bank of India Releases December 2024 India’s International Investment Position (IIP) Data

  • The Reserve Bank of India (RBI) has released data related to India’s International Investment Position for end-December 2024.

Key Highlights:

  • It reported that net claims of non-residents in India increased by US$ 11 billion during Q3:2024-25, reaching US$ 364.5 billion in December 2024.
  • Foreign assets of Indian residents declined by US$ 40.1 billion, and claims of non-residents in India also dropped by US$ 29.1 billion, leading to an increase in India’s net foreign liabilities.
  • The decline in Indian residents’ foreign assets during October-December 2024 was mainly due to a US$ 70.1 billion decrease in reserve assets.
  • However, reserve assets recorded an increase of US$ 13.2 billion compared to December 2023.
  • The reduction in India’s foreign liabilities was driven by a decline in inward direct and portfolio investments during the quarter, although trade credit, loans, and currency & deposits saw an increase.
  • Reserve assets accounted for 59.0 percent of India’s total international financial assets in December 2024.
  • Variations in the exchange rate of the rupee against other currencies influenced changes in liabilities when valued in US dollar terms.
  • The ratio of India’s international assets to international liabilities improved to 74.7 percent in December 2024, up from 73.1 percent a year ago.
  • The share of debt liabilities in total external liabilities rose to 53.6 percent in December 2024, up from 52.9 percent in the previous quarter and 51.2 percent a year ago.

Reserve Bank of India says limit for Ways and Means Advances for first half of FY26 will be Rs 1.5 lakh crore

  • The Reserve Bank of India (RBI) stated that it has decided, in consultation with the Government of India, that the limit for Ways and Means Advances (WMA) for the first half of the financial year 2025-26 (April to September 2025) will be Rs 1,50,000 crore.
  • This may trigger the fresh flotation of market loans when the Government of India utilises 75 percent of the WMA limit.
  • RBI, in consultation with the Government of India, retains the flexibility to revise the limit at any time, taking into consideration the prevailing circumstances.
  • The interest rate on WMA will be Repo Rate, and for Overdraft, it will be 2% above the Repo Rate.

What is Ways and Means Advances (WMA)?

  • Ways and means advances are special features of the Indian economy.
  • WMA are temporary advances given by the RBI to the Centre and state governments to tide over any mismatch in receipts and payments.
  • It was introduced in 1997 and comes under Section 17(5) of the RBI Act of 1934.
  • It was introduced to end the four-decade-old system of ad-hoc treasury bills to finance the central government deficit.
  • States and Centre pay interest linked to the repo rate on WMA withdrawals.
  • The government can avail immediate cash from the RBI if required.
  • But it has to return the amount within 90 days.
  • Interest is charged at the existing repo rate.
  • If the WMA exceeds 90 days, it would be treated as an overdraft (the interest rate on overdrafts is 2 percentage points more than the repo rate).
  • WMA is not part of the Fiscal Responsibility and Budget Management Act (FRBM) because they get paid within the year itself.

500 Urban Co-op Banks to Come Under Reserve Bank of India’s New Remedial Framework From April 1, 2025

  • About 500 weak urban co-operative banks (UCBs), which are currently under RBI’s Supervisory Action Framework (SAF), will transition to the Prompt Corrective Action (PCA) framework for remedial action with effect from April 1, 2025.

Key Highlights:

  • The central bank’s PCA framework will replace the SAF for financially unsound and poorly managed UCBs from the mentioned date.
  • The objective of the PCA framework is to enable supervisory intervention at an appropriate time, requiring the UCBs to implement remedial measures promptly to restore their financial health.
  • The PCA framework does not preclude RBI from taking any other action as it deems fit, in addition to the corrective actions prescribed in the framework.
  • The SAF for weak UCBs, which was introduced in 2012, initially encouraged self-corrective action by the management of the bank.
  • If the financial position of the bank did not improve, RBI would intervene with supervisory action.
  • Capital and Asset Quality are the key common areas for monitoring when a scheduled commercial bank (SCB) or an UCB is put under PCA.
  • However, the third area of monitoring differs: it is leverage for an SCB and profitability for a UCB.

Insian Prime Minister Narendra Modi to visit Thailand for 6th Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) Summit

  • The 6th Summit of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) is set to take place on April 4 in Bangkok, Thailand, under the theme “Prosperous, Resilient, and Open BIMSTEC,” according to a release from the BIMSTEC Secretariat.
  • The summit, being held three years after the 5th Summit in Colombo (which was conducted virtually in 2022), will be preceded by a meeting of BIMSTEC Senior Officials on April 2 and a meeting of BIMSTEC Foreign or External Affairs Ministers on April 3.

Key Highlights:

  • According to the release, the summit aims to strengthen collaboration among the seven member states—Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand—to address shared security and developmental challenges.
  • The agenda includes adopting the 6th BIMSTEC Summit Declaration, which will outline the leaders’ vision and directives, as well as the Bangkok Vision 2030, a pioneering roadmap for future cooperation among member states.
  • Key agreements slated for signing include the Agreement on Maritime Transport Cooperation, designed to boost cargo and passenger transport across the Bay of Bengal, enhancing trade and travel.
  • Additionally, Memoranda of Understanding (MoUs) will be signed between BIMSTEC and the Indian Ocean Rim Association (IORA) as well as the United Nations Office on Drugs and Crime (UNODC), marking the beginning of new developmental partnerships.
  • The summit will also see the adoption of the Rules of Procedure for BIMSTEC Mechanisms, complementing the BIMSTEC Charter to strengthen the institutional framework for regional cooperation.
  • Furthermore, the Report of the Eminent Persons Group on the Future Direction of BIMSTEC—finalized after six meetings in 2024 and consultations with stakeholders—will be presented, with member states already initiating implementation steps.
  • Against the backdrop of a rapidly evolving global political and economic landscape, the 6th BIMSTEC Summit is expected to reinforce the organization’s role as the sole regional body in the Bay of Bengal, fostering cooperation to address security and sustainable development challenges.
  • Since its inception in June 1997, BIMSTEC has held five summits in Bangkok in 2004, New Delhi in 2008, Nay Pyi Taw in 2014, Kathmandu in 2018, and Colombo in 2022.
  • The upcoming summit marks a pivotal moment in shaping BIMSTEC’s future agenda across key sectors such as agriculture and food security, connectivity, environment and climate change, people-to-people contact, science, technology and innovation, security, and trade, investment, and development.

Kotak Mahindra Bank’s Ambuj Chandna joins DBS Bank India

  • Ambuj Chandna, a long-time executive at Kotak Mahindra Bank, has joined DBS Bank India as MD and Head of Consumer Banking Group.
  • He previously served as President and Head of Consumer Bank (Products) at Kotak Mahindra Bank.
  • Chandna’s move to DBS comes after more than 16 years at Kotak, where he held several leadership roles.
  • He replaced Prashant Joshi, who joined DBS in August 2020, shortly after the bank acquired the distressed Lakshmi Vilas Bank.
  • Chandna’s appointment comes just weeks after Rajat Verma took charge as the CEO of DBS Bank India, marking one of the first significant leadership changes under Verma’s tenure.
  • In December 2024, Verma, who previously headed the Institutional Banking Group, was announced as the new CEO, succeeding Surojit Shome.

  • Indian Foreign Service (IFS) officer Nidhi Tewari has been appointed as the Private Secretary to Prime Minister Narendra Modi.
  • According to the memorandum issued by the Department of Personnel and Training (DoPT) on March 29, the Appointments Committee of the Cabinet approved her appointment with immediate effect.

  • Since January 6, 2023, Tewari has been serving as a Deputy Secretary in the Prime Minister’s Office (PMO).

  • Tata Group’s electronics retail chain Croma has officially named Shibashish Roy as its Chief Executive Officer (CEO) and Managing Director (MD).
  • As per the company, the appointment is effective from April 1, 2025.
  • Roy, a Tata Group veteran with over two decades of experience, was appointed CEO in November 2024 and worked closely with outgoing MD Avijit Mitra during a structured transition period that concluded in March 2025.
  • Under his leadership, Croma has expanded its market presence and enhanced its customer experience across various sales channels, the company stated in a statement.
