Haryana Cities Feature Prominently Among India’s Most Polluted: Urgent Need for Reform

  • A recent analysis reveals that 15 out of 24 cities in Haryana ranked among India’s 100 most polluted cities in the first half of 2024 based on PM2.5 levels.
  • This data underscores the escalating issue of particulate pollution in the state.

Cities Exceed National and Global Standards

  • National Standards: India’s National Ambient Air Quality Standards (NAAQS) set annual limits for PM2.5 and PM10 at 40 micrograms per cubic meter and 60 micrograms per cubic meter, respectively.
  • WHO Guidelines: The World Health Organization’s 2021 guidelines recommend stricter limits of 5 micrograms per cubic meter for PM2.5 and 15 micrograms per cubic meter for PM10.

Findings from January to June 2024:

  • Exceeding Standards: All Haryana cities surpassed both NAAQS and WHO PM10 standards.
  • Most Polluted: Faridabad recorded the highest PM2.5 level at 103 micrograms per cubic meter, significantly above both NAAQS and WHO guidelines.
  • Cities Below Threshold: Only Palwal, Ambala, and Mandikhera had PM2.5 levels below the national threshold.
  • Highest PM10 Levels: Gurugram had the highest PM10 concentration at 227 micrograms per cubic meter, while Ambala had the lowest at 79 micrograms per cubic meter.

Health Concerns and Disparity in Standards

Manoj Kumar from the Centre for Research on Energy and Clean Air (CREA) highlighted that all 24 cities in Haryana exceeded WHO standards for particulate matter in the first half of the year. This discrepancy indicates that current national standards may be inadequate for public health protection and suggests the need for alignment with international guidelines.

National Clean Air Programme (NCAP) and Need for Reform

  • NCAP Overview: Launched in 2019, the NCAP aimed for a 20-30% reduction in particulate pollution by 2024, later revised to 40% by 2026.
  • Current Coverage: The programme covers 131 cities that did not meet national standards between 2011 and 2015, leaving many smaller cities and towns unaddressed.

Calls for Regional Pollution Control

  • Airshed Approach: Experts advocate for an airshed approach to manage regional air pollution, considering factors like wind patterns and pollution sources.
  • Recommendations: CREA suggests revising the NCAP to incorporate a stronger institutional framework, improve coordination among states and cities, and enhance monitoring and enforcement mechanisms.
