GST filers without a valid bank account will be restricted from submitting GSTR-1 starting September 1, 2024

  • GST taxpayers who do not furnish bank account details to GST authorities will be barred from filing outward supply return GSTR-1 from September 1,2024.

  • Filing Restrictions: Taxpayers who do not furnish valid bank account details will be barred from filing their GSTR-1 (outward supply return) or using the Invoice Furnishing Facility (IFF) for the tax period August 2024 onwards.
  • GST Rule 10A: According to GST Rule 10A, a taxpayer is required to furnish bank account details:
  • Within 30 days from the date of grant of registration.
  • Or before filing the details of outward supplies in Form GSTR-1 or using IFF, whichever is earlier.
  • Objective of the Rule: The enforcement of this rule aims to strengthen the GST registration process and address issues related to fake and fraudulent registrations.
  • GST Council Approval: The amendment to Rule 10A was approved by the GST Council in its meeting in July last year to enhance the authenticity of GST registrations.
  • GSTN Advisory: The Goods and Services Tax Network (GSTN) issued an advisory on August 23, 2024, urging taxpayers who have not yet provided their bank account details to update their registration details on the GST portal.
  • Enforcement: Without valid bank account details, taxpayers will not be able to file GSTR-1 or use IFF from the return period of August 2024, affecting their compliance with GST regulations.

India’s Solar Power Capacity Surges by 282% in H1 2024, Setting a New Record

  • India’s solar power capacity surged by 282% in the first half of 2024, adding nearly 15 GW—the highest-ever half-yearly installation, according to Mercom India Research.
  • In Q1 2024, 9.9 GW of solar capacity was added, followed by 5 GW in Q2 2024.
  1. Total Installed Capacity:
    • As of June 2024, India’s installed solar capacity reached 87.2 GW, representing 19.5% of the country’s total energy mix.
  2. Large-Scale Solar Projects:
    • India’s large-scale solar project pipeline stood at 146 GW, with an additional 104 GW in the tendered and pending auction stages as of June 2024.
    • Rajasthan, Gujarat, and Karnataka led in quarterly large-scale solar capacity additions.
  3. Cost Reduction:
    • Average large-scale solar project costs in India decreased by 2% quarter-on-quarter and 26% year-on-year, with solar panel prices continuing to decline.
  4. India’s Renewable Energy Leadership:
    • India aims to add 500 GW of renewable energy capacity by 2030, with solar energy playing a key role.

  1. Integrated Grievance Filing Platform:
    • A new integrated, user-friendly platform on the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) has been introduced.
    • This platform will serve as a single-window system for citizens to file grievances, simplifying the process and improving accessibility.
  2. Reduced Timeline for Redressal:
    • The timeline for grievance redressal has been shortened to 21 days from the previous 30 days.
    • For cases requiring more time, interim replies will be provided, and citizens will receive feedback on resolved grievances through SMS and email.
    • An appeal process will be available for unresolved issues.
  3. Nodal Officers and Dedicated Grievance Cells:
    • Nodal Officers will be appointed in all ministries and departments to ensure prompt and fair handling of grievances.
    • Ministries or departments with high grievance volumes will have dedicated nodal officers and establish dedicated grievance cells with sufficient resources.
  4. Role of Nodal Officers:
    • Nodal Officers will be responsible for effective categorization, monitoring pendency, examining feedback, conducting root cause analysis, and overseeing grievance redressal officers within their respective ministries or departments.
  5. AI-Powered Analysis and Feedback:
    • The government plans to use AI-powered tools such as the tree dashboard and intelligent grievance monitoring dashboard to analyze citizen feedback.
    • A monthly grievance redressal assessment index will rank ministries and departments based on their performance in grievance handling.
  6. Training and Capacity Building:
    • Training for grievance officers will be conducted through 36 Administrative Training Institutes under the SEVOTTAM scheme.
    • Ministries and departments are encouraged to periodically review grievance redressal processes in Senior Officers Meetings and improve communication and awareness about the grievance systems.
  7. CPGRAMS Performance:
    • The CPGRAMS portal has successfully addressed nearly 60 lakh public grievances between 2022 and 2024.
    • The system has mapped 1.01 lakh grievance redressal officers across ministries, departments, and states/union territories, reflecting its widespread impact.

Maharashtra Leads as First State to Implement Unified Pension Scheme for Government Employees

  • The Maharashtra cabinet has decided to implement the Unified Pension Scheme (UPS) for state government employees, making it the first state to adopt the scheme announced by the Union government.
  • The decision was announced by the Maharashtra cabinet and will take effect from March 2024.

What is the Unified Pension Scheme?

  • The Narendra Modi-led Centre approved the Unified Pension Scheme (UPS) for central government employees who joined service after January 1, 2004.
  • The UPS provides an assured pension of 50% of the average basic pay over the last 12 months before retirement for eligible employees.
  • The scheme is applicable to employees under the National Pension Scheme (NPS) who have completed at least 25 years of qualifying service.
  • UPS will start from April 1, 2025, with an increased government contribution from 14% to 18.5%, incurring an estimated additional annual cost of ₹6,250 crore.

Financial Implications:

  • Despite the increase in government contribution, employees’ contribution remains at 10% of their basic salary.
  • An arrear of ₹800 crore will be payable to employees retiring before March 31, 2025, opting for UPS.
  • This step follows discussions on returning to the Old Pension Scheme (OPS) in various non-BJP states and demands for pension reforms.

  • Liu Jin has resigned from his roles as Vice Chairman and President of the Bank of China.

Sanjeev Raina Named Additional Director General of Indo-Tibetan Border Police

  • This is only the second time in ITBP history that a cadre officer has been promoted to the ADG post, the second-highest rank in the force after the Director General (DG).

  • Salim al-Huss was born in Beirut,Lebanon on 20 December 1929.
  • He served as prime minister for four terms during the country’s 15-year civil war that lasted from 1975 to 1990.
  • His final term in office was from 1998 to 2000.
  • During his political career, he served as foreign minister, industry minister, education minister, labour minister, information minister, and economy minister.
  • During the 1988 political crisis, Lebanon was divided into two rival administrations:
