Banks and Third-Party Application Providers to Disable UPI IDs for Inactive Customers
- Individuals who have not done any transactions on their UPI IDs and numbers for over a year will not be able to receive funds from January.
- The National Payments Corporation of India (NPCI) has asked banks, payment service providers and Third-Party Application Providers (TPAPs) such as PhonePe, Google Pay and others to deactivate UPI IDs and numbers of customers who have not performed any transactions for one year or more.
- The NPCI has set December 31 as a deadline to deactivate UPI IDs of inactive customers.
- The directive is aimed at ensuring that the money is transferred only to the intended recipients.
- This initiative by NPCI is a positive step towards ensuring a hygienic payment ecosystem, which is essential for the sustainability of a cashless digital economy in India.
Federal Bank and NeML Forge Strategic Collaboration to Enhance E-Procurement and Integrate E-Auction Processes
- Federal Bank has announced a collaboration with Mumbai-headquartered NCDEX e-Markets Limited (NeML) to strengthen the integration of its e-procurement and e-auction systems.
- NeML, a wholly owned subsidiary of National Commodity and Derivatives Exchange Limited (NCDEX), holds a commanding market share in transparent price discovery across more than 90 commodities.

Centre Greenlights Resumption of GIAN Scheme in Fourth Phase After COVID Hiatus
- Eight years after its inception, the Ministry of Education is gearing up to restart the fourth phase of the Global Initiative of Academic Networks (GIAN).
- The National Institute of Educational Planning and Administration (NIEPA), after evaluating the scheme, recommended its continuation.
Key Highlights :
- The Central government has spent a minimum of ₹126 crore on supporting foreign faculty’s travel and honorarium since GIAN’s inception.
- Since the beginning of the scheme in 2015-16, 1,612 foreign faculty members have visited the country to deliver courses from 59 countries.
- As many as 692 (39%) of 1,772 courses were delivered in Indian Institute of Technology (IIT) campuses, while the second largest cohort of lectures, 436 (24.6%), took place in the National Institute of Technology (NITs).
- Up to 41.4% (668) of academicians who visited India belonged to the U.S.
- The rest consisted of experts from the U.K. (143), Germany (93), Canada (89), Up to 72,000 Indian students directly benefited.
About Global Initiative of Academic Networks (GIAN) :
- Global Initiative of Academic Networks (GIAN) in Higher Education was launched in 2015.
- It is a program of the Ministry of Education.

- A lump-sum amount of up to US$ 8000 (₹7 lakh) for 12 to 14 hours of contact and up to US$ 12000 (₹12 lakh) for 20 to 28 hours of contact can be paid to the foreign experts covering their travel and honorarium.

- A new factory of Dixon Technology has been inaugurated by Union Minister Ashwini Vaishnaw in Noida.
- This new factory of Dixon Technology will boost the local manufacturing of smartphones.

- Mount Marapi, located in West Sumatra province, Indonesia, erupted, emitting white-and-grey ash plumes exceeding 3,000 metres (about 9,800 feet) into the air.
Significance of Mount Marapi :
- Mount Marapi, translating to “Mountain of Fire,” is renowned for its frequent eruptions.
- With over 60 eruptions since the late 18th century, it holds the title of the most active volcano in Sumatra.
- It is also known as the Circum-Pacific Belt,is a path along the Pacific Ocean characterised by active volcanoes and frequent earthquakes.

India and China Opt Out of Pledge Alongside 118 Nations at COP28
- India and China choose to stay away from a pledge taken by 118 nations on the sidelines of COP28.

- This means doubling the average annual rate of energy efficiency by 2030.

- India declared that it could not support any agreement that undermined its goal of accelerating development to help millions of people overcome poverty.
- A global initiative has been launched to boost climate action in the oil and gas sector.
- The official launch of the Oil and Gas Decarbonization Charter (OGDC) has been announced by COP28 President Dr. Sultan Al Jaber and the Kingdom of Saudi Arabia.
- The OGDC aims to induce a substantial impact in addressing climate challenges.
- Presently, 50 companies have committed to OGDC, a dedicated initiative for the oil and gas sector.
- These 50 companies are collectively responsible for over 40% of global oil production.

- The Insolvency and Bankruptcy Board of India (IBBI) has appointed Jitesh John as the new Executive Director.
About Jitesh John :
- John has a postgraduate degree in Economics and has completed 21 years in Central Government in various capacities.
- He has experience working in financial, Energy, Infrastructure and Small and Medium Enterprises sectors.
- John, a 2001 batch Indian Economic Service Officer, previously served as an Economic Advisor in the Ministry of Power.
- Meanwhile, the Corporate Affairs Ministry (MCA) has given its post facto approval to appoint Sandip Garg as a Whole Time Member of IBBI.
- His appointment is valid for 5 years, effective October 27, when Sandip Garg assumed office as IBBI Whole Time Member, or until age 65, whichever is earliest.

- According to the order, Asthana will work as a special monitor who will oversee thematic areas of terrorism, counter-insurgency, communal riots, and Left-wing extremism.

- Amitabh Agnihotri will see thematic areas; environment, climate change and human rights.

Indian Navy Receives Delivery of First Survey Vessel (Large) “Sandhayak”
- Sandhayak (Yard 3025), the first of four Survey Vessel (Large) ships, being built at Garden Reach Shipbuilders & Engineers (GRSE), Kolkata, was delivered to the Indian Navy.
- The Contract for four Survey Vessels (Large) was signed on 30 Oct 2018.
About INS Sandhayak :
- INS Sandhayak is the largest survey vessel ever built in India.
- The SVL ships are designed and built according to the rules of Indian Register of Shipping Classification society by M/s Garden Reach Shipbuilders & Engineers (GRSE), Kolkata.
- The primary role of the ship would be full scale coastal and deep-water Hydrographic Survey of Port/ Harbour approaches and determination of navigational channels/ routes. Zone of operation includes maritime limits upto EEZ/ extended continental shelf.
- The ships will also collect oceanographic and geophysical data for defence and civil applications.
- In their secondary role, ships will provide limited defence and function as Hospital ships during war/ emergencies.
Specifications :
- INS Sandhayak has a displacement of about 3400 tons and an overall length of 110 metres.
- Sandhayak is fitted with state of the art hydrographic equipment such as Data Acquisition and Processing System, Autonomous Underwater Vehicle, Remotely Operated Vehicle, DGPS Long range positioning systems, Digital side scan sonar etc.
- Powered by two Diesel Engines, the ship is capable of achieving speeds in excess of 18 knots.
- The Keel for the ship was laid on 12 Mar 19 and the ship was launched on 05 Dec 21.
- The ship has undergone a comprehensive schedule of trials in harbour and at sea, leading up to its delivery to the Indian Navy on 04 Dec 23.
- Sandhayak has an indigenous content of over 80% by cost.
- The delivery of Sandhayak is an affirmation of the impetus being given by the Government of India and the Indian Navy towards ‘Aatma Nirbhar Bharat’.
- The previous warship, also a survey vessel, was commissioned into the Navy in 1981 and decommissioned in 2021.
- The new INS Sandhayak and the remaining ships in the series are far more advanced than their predecessors.

SpaceX launches South Korea’s first military spy satellite from California
- A SpaceX rocket launched South Korea’s first military spy satellite, intensifying a space race on the peninsula after Pyongyang launched its own first military eye in the sky last week.
- Seoul’s reconnaissance satellite, carried by one of Elon Musk’s SpaceX Falcon 9 rockets, lifted off from the Vandenberg US Space Force Base in California.
- The rocket was emblazoned with the word “KOREA.”
- Seoul plans to launch 4 additional spy satellites by the end of 2025 to bolster its reconnaissance capacity over the North.
Key Highlights :
- The satellite is set to orbit between 400 and 600 kilometres (250 to 370 miles) above Earth.
- It has the capability to detect objects as small as 30 centimetres (11.8 inches).
- South Korea launched this space rocket amid a growing space race with neighbouring North Korea.
- The successful launch of South Korea will boost the country’s intelligence, surveillance, and reconnaissance capabilities.

NCRB Data Indicates Delhi as One of the Most Unsafe Cities for Women
- According to the annual report of the National Crime Records Bureau (NCRB), Delhi is the most unsafe metropolis in the country for women, with an average of three rape cases reported every day.
- This is the 3rd consecutive year that Delhi has the highest number among 19 metropolitan cities, with about 186.9 crimes reported per 1,00,000 women.
- The city accounted for 29.04% of the 48,755 crimes against women reported in 19 major cities across the country, suggesting that law and order authorities were not working properly to create a safe environment for women.
- However, Jaipur was the most unsafe city in India, with a rate of 239.3 crimes against women. The Rajasthan capital reported 3,479 crimes against women.
About the Report :
- The Crime in India Report released on December 3 reveals that Delhi recorded 14,158 incidents of crime against women in 2022.
- This figure was a slight increase from the 13,982 crimes against women reported in 2021.
- According to NCRB data, this includes 1,204 rape cases.
- 3,909 incidents of kidnapping or abduction of women were also recorded in the national capital.
- A total of 129 cases related to dowry deaths were registered in the city.
- 4,847 incidents of cruelty by husbands or their relatives were recorded in Delhi.
- The incidence of crimes against senior citizens (aged 60 years and above) increased from 1,166 cases in 2021 to 1,313 cases in 2022.
- Cybercrime cases in Delhi doubled in 2022, increasing from 345 cases in 2021 to 685 cases in 2022.
- The report includes 501 incidents of murder, and 106 cases of human trafficking were also registered.
- Specifically, 492 minor boys were trafficked in Delhi in 2022, compared to 113 girls.
- However, there was one type of crime in which there was a city worse than Delhi of the 1,752 cases lodged under Indian Penal Code section 509 (insult to the modesty of women), Mumbai topped the list with 667 cases, followed by 400 in Delhi and 250 in Kolkata.
