RBI Levies ₹2.5 Crore Penalty on L&T Finance for Regulatory Non-Compliance                                  

  • The Reserve Bank of India (RBI) has imposed a penalty of ₹2.5 crore on L&T Finance Limited for non-compliance with specific norms related to non-banking financial companies (NBFCs).
  • The penalty is a result of L&T Finance’s failure to comply with certain provisions of the Non-Banking Financial Company – Systemically Important Non-Deposit taking Company and Deposit taking Company (Reserve Bank) Directions, 2016.
  • The RBI imposed the penalty under the relevant sections of the Reserve Bank of India Act, 1934.
  • The RBI’s decision to impose the penalty followed a statutory inspection of L&T Finance Limited, which covered the company’s financial position as of March 31, 2021, and March 31, 2022.

Specific Non-Compliance Issues :

  • The inspection revealed that L&T Finance :
  • Did not disclose the gradation of risk and rationale for charging different interest rates to different categories of borrowers in the loan application form/sanction letter.
  • Failed to notify borrowers of changes in the penal interest rate, especially when charging a penal interest rate higher than what was communicated at the time of sanction.
  • The penalty is based on the deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the company with its customers.

Union Tribal Affairs Minister Arjun Munda to inaugurate Aadi Mahotsav in Ahmedabad, Gujarat

  • Union Tribal Affairs Minister Arjun Munda will inaugurate the Aadi Mahotsav – the National Tribal Festival in Ahmedabad, Gujarat.
  • The mega event is being organized by the Tribal Cooperative Marketing Development Federation of India Limited (TRIFED), Ministry of Tribal Affairs, from 25th October to 3rd November at Ahmedabad Hat, Vastrapur.
  • The Aadi Mahotsav serves as a unique symbiotic bridge to embark on a journey through the tapestry of India’s indigenous heritage.
  • In this event, over 100 stalls will showcase the kaleidoscope of India’s tribal culture, craftsmanship, culinary artistry, and economic endeavours.
  • This Aadi Mahotsav will also showcase handicrafts, handloom, pottery, jewellery, and millet grown by Tribals.
  • There will be 74 stalls featuring organic and craft items, adding an extra layer of diversity to the already extensive array of tribal offerings.
  • Four stalls representing various cuisines will be established to promote tribal food, wherein, the Dangi dish will stand as a prominent culinary attraction.
  • 15 stalls will be dedicated to Van Dhan Vikas Kendra (VDVK) products crafted from mushrooms, mahua flowers, nagali millets, mango pickles, bamboo articles and wild honey.

CABINET APPROVALS:

A. Cabinet approves Memorandum of Cooperation between India and Japan on Japan-India Semiconductor Supply Chain Partnership

  • The Union Cabinet chaired by Prime Minister Shri Narendra Modi was apprised of a Memorandum of Cooperation (MoC) signed in July, 2023 between the Ministry of Electronics and Information Technology of the Republic of India and the Ministry of Economy, Trade and Industry of Japan on Japan-India Semiconductor Supply Chain Partnership.
  • The MoC intends to strengthen cooperation between India and Japan towards the enhancement of the semiconductor supply chain, recognizing the importance of semiconductors for the advancement of industries and digital technologies.
  • The MoC shall come into effect from the date of signature of the Parties and shall remain in force for a period of five years.
  • Both G2G and B2B bilateral Cooperation on opportunities to advance resilient semiconductor supply chains and leverage complementary strengths.
  • MoC envisages improved collaboration leading to employment opportunities in the field of IT.
  • The India-Japan Digital Partnership” (IJDP) was launched during the visit of PM Modi to Japan in October 2018 furthering existing areas of cooperation as well as new initiatives within the scope of cooperation in S&T/ICT, focusing more on “Digital ICT Technologies.

Background:

  • MeitY has been actively working to create a conducive environment for electronics manufacturing. Programme for Development of Semiconductor and Display Manufacturing Ecosystem in India was introduced with a view to ensure the development of a robust and sustainable semiconductor and display ecosystem in India.

B. Cabinet approves Nutrient Based Subsidy (NBS) rates for RABI Season, 2023-24 on Phosphatic and Potassic (P&K) fertilizers

  • The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi has approved the proposal of the Department of Fertilizers for fixing the Nutrient Based Subsidy (NBS) rates for Rabi Season 2023-24 on Phosphatic and Potassic (P&K) fertilizers.

  • In the upcoming Rabi season 2023-24, an expenditure of Rs.22,303 crore is expected on NBS.

C. Cabinet Committee on Economic Affairs approves inclusion of Jamrani Dam Multipurpose Project of Uttarakhand under Pradhan Mantri Krishi Sinchayee Yojana-Accelerated Irrigation Benefit Programme (PMKSY-AIBP)

  • The Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Shri Narendra Modi, has approved the inclusion of the Jamrani Dam Multipurpose Project of Uttarakhand under the Pradhan Mantri Krishi Sinchayee Yojana-Accelerated Irrigation Benefit Programme (PMKSY-AIBP) of Department of Water Resources, River Development and Ganga Rejuvenation.
  • The CCEA has approved central support of Rs.1,557.18 crore to Uttarakhand for completion of the project with an estimated cost of Rs.2,584.10 crore by March, 2028.
  • The project envisages the construction of a dam near Jamrani village across river Gola, a tributary of river RamGanga, in Nainital district of Uttarakhand.
  • The dam would feed the existing Gola barrage, through its 40.5 km length of canal system and 244 km long canal system, which was completed in 1981.
  • The project envisages additional irrigation of 57,065 ha (9,458 ha in Uttarakhand and 47,607 ha in Uttar Pradesh) in Nainital & Udham Singh Nagar districts of Uttarakhand, and Rampur & Bareilly districts in Uttar Pradesh.
  • Apart from the construction of two new feeder canals, 207 km of existing canals are to be renovated and 278 km of pucca field channels are also to be taken up under the project.
  • In addition, the project also envisages hydro power generation of 14 MW, as well as provision of 42.70 million cubic metre (MCM) of drinking water to Haldwani and nearby areas benefitting more than 10.65 lakh population.
  • A substantial part of irrigation benefits of the project would flow to the neighbouring state of Uttar Pradesh, and cost/ benefit sharing between the two States is to be done as per an MoU signed in 2017.
  • However, drinking water and power benefits shall be available entirely to Uttarakhand.

Star rating programme for solar PV modules to help consumers make informed decision

  • The Indian government has introduced a star rating programme for solar photovoltaic (PV) modules.
  • The SLP aims to guide citizens in making informed decisions when purchasing and deploying solar PV modules.
  • The star labelling scheme prepared by the Bureau of Energy Efficiency (BEE) for PV modules is from January 1, 2024 till December 31, 2025.
  • For this period, there shall be no labelling fee as well.

Secretary, MeitY inaugurated the Robotic Process Automation (RPA) Lab at NIELIT Gorakhpur

  • The Robotic Process Automation (RPA) Lab in NIELIT Gorakhpur was inaugurated during the 26th All India Director’s Meet of NIELIT.
  • It is the first-of-its-kind lab in Uttar Pradesh under the Future Skill PRIME Project funded by the Ministry of Electronics and Information Technology (MeitY) to bridge the gap between Industry and Academia.
  • RPA would make India a global technology powerhouse and improve services to citizens by automating repetitive, manual processes like data entry and verification.
  • This can reduce clerical errors and response time.
  • The National Institute of Electronics & Information Technology (NIELIT) would bridge the gap between formal and non-formal digital skills of manpower for local industries and global companies.
  • NIELIT is an Autonomous Scientific Society under the administrative control of MeitY for Human Resource Development and related activities in the area of Information, Electronics & Communications Technology (IECT).
  • The skilling for the manufacturing sector, especially in Industry 4.0 would create local entrepreneurs through digital skilling.

CCI releases draft rules for leniency plus regime

  • The Competition Commission of India (CCI) has recently released the draft of revised lesser penalty regulations that introduce a “leniency plus” programme.
  • Leniency Plus is an antitrust enforcement strategy aimed at attracting leniency applications by encouraging companies already under investigation to report the other undisclosed cartels to the CCI.
  • It encourages companies to come forward quickly to expose cartels, as part of an effort to combat anti-competitive practices that are challenging to detect.
  • It will incentivise companies that are already under investigation for being part of a cartel to proactively report other cartels in which they are involved.
  • Penalty can be reduced by up to an additional 30% for a company for being part of the first cartel.
  • The penalty will be trimmed by up to 100% for its involvement in the newly-disclosed cartel.
  • Such a company will have to share vital information about the cartels.
  • The draft regulations offer up to a 100% penalty reduction for the first applicant to disclose critical information about a cartel.
  • Subsequent applicants will get reduced reductions of 50% and 30% for the second and third respectively.
  • The Leniency Programme allows companies that provide sufficient information about a cartel in which they have participated, to receive partial immunity from penalty.
  • The Present Competition Act 2002 already has a leniency programme.

India sends humanitarian aid to the people of Palestine                                                 

  • India has sent humanitarian aid to the people of Palestine, demonstrating its commitment to providing support during times of need.
  • The aid was transported via an Indian Air Force (IAF) C-17 flight, which is a part of India’s military aircraft fleet.
  • This flight carried the aid to its destination.
  • The IAF C-17 flight carried a substantial quantity of aid, including approximately 6.5 tonnes of medical aid and 32 tonnes of disaster relief material for the people of Palestine departing for El-Arish airport in Egypt.

WHO Declares Lymphatic Filariasis Elimination as a Public Health Concern in the Lao People’s Democratic Republic    

  • According to the World Health Organization (WHO), the Lao People’s Democratic Republic (Lao PDR) is set to become the 2nd country in 2023, following Bangladesh, to eliminate lymphatic filariasis.
  • Lao PDR achieved the elimination of trachoma as a public health hazard in 2017.
  • This marks the country’s 2nd neglected tropical disease (NTD) to be eliminated within 6 years.

About Lymphatic Filariasis :

  • Lymphatic filariasis is commonly known as elephantiasis and is categorized as a neglected tropical disease.
  • The WHO has established a roadmap for 2021-2030 that sets global targets and milestones for the prevention, control, elimination, or eradication of 20 diseases, including lymphatic filariasis.
  • Global Programme to Eliminate Lymphatic Filariasis (GPELF): WHO established this to stop the transmission of infection by mass drug administration (MDA) of anthelmintics and to alleviate the suffering of people affected by the disease through morbidity management and disability prevention (MMDP).
  • According to the WHO progress report, a total of 19 countries have successfully eliminated lymphatic filariasis.
  • Among them, 11 countries belong to the WHO Western Pacific Region (WPR), and Lao PDR is the 11th country in this region to eliminate LF.

  • His appointment has been approved after the recommendation of Search-Cum-Selection Committee (SCSC).

India and Malaysia Launch Joint Training Exercise Harimau Shakti 2023

  • The joint bilateral training exercise “Exercise Harimau Shakti 2023″ between the Indian and Malaysian Armies commenced in Umroi Cantonment, India.

Aim :

  • To enhance the level of defence cooperation between the Indian Army and the Malaysian Army, fostering bilateral relations between the two nations.

Participants :

  • The Malaysian Army contingent comprises troops from the 5th Royal Battalion of the Malaysian Army.
  • The Indian contingent is represented by a Battalion of THE RAJPUT REGIMENT.
  • The previous edition of the Exercise was conducted in Pulai, Kluang, Malaysia in November 2022.

About the Exercise :

  • Exercise Harimau Shakti 2023 is scheduled to take place until 5th November 2023, and it involves approximately 120 personnel from both sides.
  • The exercise is aimed at enhancing military capability for the conduct of Multi Domain Operations in a sub-conventional scenario.
  • During the exercise, both contingents will establish a Joint Command Post and establish an integrated surveillance grid along with a Joint Surveillance Centre.
  • The exercise will involve the rehearsal of joint forces’ deployment in jungle, semi-urban, and urban environments.
  • In addition, intelligence collection, collation and dissemination drills will also be rehearsed.
  • The Exercise will also witness the employment of Drones/UAVs & Helicopters.
  • Two sides will also practise casualty management and evacuation drills.
  • Both contingents will discuss logistics management and practice survival training at the Battalion level.
  • The training will focus primarily on a high degree of physical fitness, conduct of drills at a tactical level and sharing of best practices with each other.
  • The Exercise will culminate with a 48-hour long validation exercise in a semi-urban area.

Coastal Security Exercise ‘Sagar Kavach’ Conducted in Andhra Pradesh, Tamil Nadu, and Puducherry                             

  • A two-day comprehensive Coastal Security Exercise ‘Sagar Kavach’ involving all maritime security agencies was conducted by the Indian Navy in Andhra Pradesh (AP), Tamil Nadu (TN) and

Aim :

  • To assess the efficacy and robustness of the coastal security mechanism while dealing with “asymmetric threat” emanating from the sea.
  • The exercise, held was executed under the aegis of the Flag Officer Commanding-in-Chief Eastern Naval Command, FOCINC (East) who also exercises the authority of Commander-in-Chief, Coastal Defence (East).
  • Approximately 2,500 personnel from various organizations participated, including the Indian Navy, Coast Guard, State and union territory administrations, Marine Police, fisheries departments, customs, intelligence agencies, lighthouses, ports, and forest authorities.
  • Indian Naval Ships, as well as assets from the Coast Guard and other coastal security agencies, were deployed to enhance surveillance and security in the region.

ISRO launches the gaganyaan mission test                        

  • The Indian Space Research Organisation (ISRO) successfully launched Gaganyaan’s first Test Vehicle Abort Mission-1 (TV-D1) from Satish Dhawan Space Centre in Sriharikota, Andhra Pradesh (AP).
  • A single-stage liquid propulsion rocket, equipped with a Crew Module and Crew Escape System will be launched.
  • The test vehicle mission is aimed at studying the safety of the crew module and crew escape system in bringing Indian astronauts back to Earth in the eventual Gaganyaan mission.

About ISRO’s ambitious Gaganyaan Mission:

  • The Gaganyaan Mission is ISRO’s ambitious project aimed at sending 3 Indian astronauts into space for a 3-day mission, with an orbit of 400 kilometres, and ensuring their safe return to Earth.

What is the launch of TV-D1?

  • The Test Vehicle – Demonstration (TV-D1), single-stage liquid propulsion rocket.
  • Purpose: TV-D1 is part of the Gaganyaan program and is intended to test the safety and functionality of the Crew Module and Crew Escape System for bringing Indian astronauts safely back to Earth.
  • After the TV-D1 test flight demonstration, the space agency will also be carrying out a test flight with a robot, ‘Vyomitra’, a humanoid astronaut.
  • Gaganyaan project envisages demonstration of human spaceflight capability by launching a crew of 3 members to an orbit of 400 km for a 3 days mission and bring them back safely to earth.
  • It is part of the Indian Human Spaceflight Programme (IHSP), which was initiated (in 2007) by the ISRO to develop the technology needed to launch crewed orbital spacecraft into low earth orbit (LEO).
  • Launch Vehicle Mark-3 (LVM3/GSLV Mk3) rocket – the well proven and reliable heavy lift launcher of ISRO, is identified as the launch vehicle for Gaganyaan mission.
  • All systems in the LVM3 launch vehicle are re-configured to meet human rating requirements and christened Human Rated LVM3/HLVM3.
  • The TV-D1 launch represents a significant milestone within the Gaganyaan program, as it integrates a nearly complete system for testing.
  • Test Vehicle Abort Mission (TV-D1) will launch the crew escape system and crew module at an altitude of 17 km which are expected to make a safe touchdown in the sea, about 10 km from Sriharikota on India’s eastern coast. They would later be retrieved by the Navy from the Bay of Bengal. Through this campaign, scientists aim to ensure the safety of the crew who would actually be sent in the crew module on an LVM-3 rocket during the Gaganyaan mission.
  • Upon its completion, India will become the 4th nation, after the US, Russia, and China, to undertake a manned spaceflight mission.

  • The Crew Escape System is designed to separate the Crew Module from the launch vehicle and take astronauts to a safe distance in case of an emergency.
  • The system has 5 types of quick-acting solid motors :
  1. Crew Escape System Jettisoning Motor (CJM),
  2. High-altitude Escape Motor (HEM)
  3. Low-altitude Escape Motor (LEM)
  4. Low-altitude Pitch Motor (LPM)
  5. High-altitude Pitch Motor (HPM) with PEDCEM formulation.

Indian Institute of Corporate Affairs (IICA) and Skill Council for Persons with Disability (SCPWD) sign MoU for ‘Job Coach for Inclusivity Programmes’

  • Indian Institute of Corporate Affairs and Skill Council for Persons with Disability inked MoU for ‘Job Coach for Inclusivity Programmes’.
  • The Memorandum of Understanding (MoU) has been signed at IICA Campus in Manesar, Gurugram.
  • The main objective of the MoU is to coordinate the expertise of SCPWD and IICA to enable the corporate world with respect to knowledge, skills and competencies for building and managing a diverse workforce through various institutions.
  • SCPwD, in association with IICA through skill courses on the “Qualification – Job Coach for Inclusivity (JCI)” programme will work in this field.
  • The MoU has been signed between Dr. Garima Dadhich, Head of School of Business Environment, IICA and Shri Ravindra Singh, CEO, SCPWD.
  • The IICA-SCPWD Collaboration will help in building capacities of corporate representatives and other stakeholders.

  • Skill Council for Persons with Disability (SCPwD) is registered under the Societies Registration Act, 1860.
  • It works under the aegis of the Ministry of Skill Development and Entrepreneurship (MSDE).

About IICA

  • The Indian Institute of Corporate Affairs (IICA) is an autonomous body under the Ministry of Corporate Affairs (MCA).
  • It is a think-tank and a Centre of Excellence to support the growth of the corporate sector in India.

The 37th edition of the National Games begins in Goa

  • The 37th edition of the National Games will begin in Goa.
  • It will be formally inaugurated by Prime Minister Narendra Modi.
  • The National Games are India’s homespun Olympic-style multi-sport event where athletes from the various states and Union Territories compete for medals.
  • In the initial stage, national games of Badminton, Artistic Gymnastics, and Netball are carried out.
  • Results from these games were also exciting.
  • The gold medal in Mixed Doubles Badminton was won by Gouse Shaik and Pooja D of Andhra Pradesh, while the Gold Medal in Men’s Singles was bagged by Tharun Manepalli of Telangana.
  • The gold medal in Men’s doubles was won by Karnataka’s players.
  • Games of Artistic Gymnastics and Netball are ongoing in the National Games.
