The net amount of SSC JE salary includes Basic Pay as per the 7th Pay Commission and Allowances.
Thus, SSC JE Salary After 7th Pay Commission = (Basic pay as on 1st January 2016 X 2.57) + Allowances.
The pay band of SSC JE is under level 6 pay matrix that is Rs.35,400 to Rs.11,2400. So SSC JE salary in hand will be around 44,000/- including all the allowances.

HRA varies as per the city you are living in. It is generally higher in X & Y cities than Z cities. The rate of HRA will not be less than Rs. 5400, Rs. 3600 and Rs. 1800 at X, Y, and Z class cities respectively. Classification of Cities/Towns Rate of House Rent Allowance per month as a percentage of Basic Pay only.
The admissibility of House Rent Allowance (HRA) shall be as under:-
X cities: 24%
Y cities: 16%
Z cities: 8%
When Dearness Allowance (DA) crosses 25%, the rates of HRA will be revised to 27%, 18% & 9% for X, Y & Z class cities respectively and further revised to 30%, 20% and 10% when DA crosses 50%.
